scuter

I'm selling a scooter, it works ok,I have the documents for it, I just need to inspect it at VRT, the problem is that I went to VRT and they told me that it's ok with the paperwork, but revenue people want another certificate whith proof of the scooter before 2016, as it was in use in germany.but I don’t have them,and I don’t know how to proceed. For anyone who knows ho to do it, or wants to do it,or find a way to take this document,and to inspect or anyone who wants to use it in the country,or for parts, I'm selling it as is for 900 euros,thank you.
